Bartow is the county seat of Polk County and counted 19,309 residents at the 2020 Census. It sits near the headwaters of the Peace River, on the Atlantic coastal plain, in a landscape of flatland broken up by gently rolling hills. Bartow, Lakeland, and Winter Haven form a rough triangle across the middle of the county, with Bartow at the southern point, roughly 39 miles east of Tampa and 51 miles southwest of Orlando. Beyond its role as county seat, Bartow became the hub of the country’s largest phosphate mining industry in the early 1900s, an economic history that shaped its older neighborhoods well before the modern growth further north and east.

Being at the county seat also means Bartow is where a fair number of Polk County’s civic and administrative business happens, which brings visitors and employees through daily even though the residential base is comparatively modest.

What Bartow carts need

The rules

Bartow is an incorporated city, and a street designation for golf carts would have to come from the city itself. We could not find one. Under F.S. 316.212 that means a standard sub-20-mph cart in Bartow stays on private property until the city designates and posts a street.
